The Sgt of Arms and Stan Macgirvin did not ask about the Tuit,

nor did Dan Power or Jay Pitzer.

Pat then gave the Tuit to Lynn Stevens.

Program:

Presented by Russ Reinert, who is on the steering committee for the upcoming bond issue for USD 308. Jan Strecker, Assistant Superintendent, joined him.

Two WWII vintage buildings were just recently closed. There is a Master Planning Process for the building and the DLR Group was selected to carry this out. USD 308 has the 3rd smallest geographic area of any school district in Kansas. It has the most diverse student body in Reno County. The facilities are aging, even though they have been well maintained. No libraries have been built and modular units are used for some libraries. Buildings average age is 48 years.

The planning committee has worked to get community input at every stage. Work done from April 2003 to 2005 included surveys, research and many meetings. The resulting master plan was presented to the board in 2005. List of deficiencies and needed improvements were presented for all the elementary, middle and high school building. All levels need larger library/media centers which are needed in todays world, but were not considered when the buildings were built. Teachers currently use carts so they can move from room to room. In some cases band and gym activities are going on at the same time in a gym. State funding is available that will reduce the cost by 32% of initial and ongoing costs.

There are 3 options for bonding from about $49 Million to $87 Million. If the largest bond issue is approved, the mill levy will go up about 6.9, for a cost of $4.96 per month on a $75,000 home.

Question came up about Buhler and Hutch asking for bonding at the same time. Consolidation of school districts is really in the state purview. This bond issue will be used to upgrade specific schools, not administrative facilities.

Darren Wicks gave the Tuit Report.

He was at Juco game on Tues. and Terry Brigman did not ask about it;

Neither did Al Stecker or Brad Thompson at Allies.

He saw Dan Power 4 times who did not ask about the TUIT (suggested putting this on the fine list as Dan was not there).

Mr TUIT went to Pat Fallon.

Program:

Jim Meyer, AMBUCS District Governor was introduced along with Dave Miller, District Ambility Chair. The Ambility chair oversees AMBUCS work with ramps, recycling, automated doors, Amtrykes, the Demo Trailer and our other charitable activities.

Colton Horsch received his Amtryke, with his parents Jean & Rick and therapist Geri Beatty helping.

Randy Henderson, introduced Steve Stowers of the Hutchinson Police Department, and Executive Director of the Salty Dawgs Young Marine unit in Hutchinson. There are local Young Marines chapters throughout the U.S. This unit is an offshoot of the Wichita Chapter. They stress youth leadership for both boys and girls from age 8 through high school. They are not recruiting for the Marine Corps. They are sponsored by the Marine Corps League, and organization of retired Marines. They are a 501(c)(3) not-profit organization. The Hutchinson News did a nice article on the Young Marines this week.

The main purpose of Young Marines is to lower drug use among youth. They establish discipline and structure for the kids involved. Activities include, learning First Aide, Safety, Fire Safety, CPR, Drug Reduction courses, giving talks to other youth, physical exercise, etc. Target practice is provided for discipline, not for learning about warfare. Ribbons are provided for accomplishments. Ranks from the Marine Corps are used (Private, Private First Class, Gunnery Sergeant, etc.) There is a 13 week Boot Camp, including camping, marching and a fitness test and a bit of yelling.

Cost is $140 to join; this covers the $120 uniform cost and $20 annual fees. The National Young Marines, sponsor Houston Space Camps, Leadership training, overseas exchanges, Civil War history, etc. Weekly 2 hour meeting are at Grandview School.

TECH Donation: The Membership approved $700 donation to TECH to support their Texas Holdem Tournament.

Regional Convention Committees: Ward Davis circulated a sign up for committees for the AMBUCS Regional Convention Committees to be held in Hutchinson on Friday & Saturday, October 6 & 7. Workers are needed for the Big Hat; Publicity; Finances; Golf & Hospitality Committees.

Tee Shirt Booth sign-up: Eric Steinle announced that Tee Shirt schedules are being prepared. A sign up sheet was circulated so members could note their best times for work.

Tuit Report

Mark Clark said that the TUIT took the week off,

and then he gave it to Darren Wicks.

Program:

Lynn Kiker, Department of Aging presented our program, mostly reviewiing Medicare. Plan D. There are 41 million people eligible. There are 41 different plans available in Kansas.

Lower income folks can get extra help from Social Security Administration, and the premium & deductible can be waived in some cases. Usually there is a $250 deductible, then a 75%/25% co-pay. There is a donut where there is no coverage from $2,250 to $3,600. Different plans may waive or change the donut, and the deductibles. Premiums can vary from $9 to $85 per month.

Help is at http://www.medicare.gov, or call 800-MEDICARE. The Hutchinson office of the Dept. of Aging has 2 counselors helping people. It takes from 1 to 1 1/2 hours to help someone, and there are 20,000 people eligible in Reno Co., so they can only help a small percentage.

Sign-up period without penalty is from November 15 to May 15. Late enrollment will cost a premium increase of 1% per month. Each year there will be a sign up period in Nov./Dec. People that do not need to sign up are those with disabilities, military retirees, Federal Government retirees and those with good employer plans.

Some employee plans have been canceled, so those affected need to plan on signing up for the program. Standard premium is $33.44, plus the 1% late sign-up fee, where applicable. Everyone 60 years old or over is eligible. Some younger people are eligible as well.

Lori Hopp has resigned from Hutch AMBUCS, effective immediately. I’m sorry to see her go.

We are covered for the next three Fridays for programs, according to the attached program master list. If you are on the program committee, please let me know if you would consider taking over the chair of the committee.

If those on the committee are simply too busy, I need volunteers to come forth to:

1. Take over the chair from now until the end of May, 2006, OR

2. For a few folks to volunteer to take one or more of the remaining months to assure programs are set up, etc.

Tuit Report

Eric Steinle had the Tuit and Bob Bush did not ask about it during his email,

to which Bob answered a bit bitterly, something about not giving a damn about the TUIT?

Brad Thompson and Al Strecker did not ask about the TUIT in their emails.

Keith Schroeders Asst. DA did not ask about the Tuit, however Tom Stanton did ask.

Bill Longs son was in Allies and did not ask.

Steve Harmon neglected to ask during several emails,

and finally Jo Ann Williams did not tell TECHs Executive Director Brenda Maxey about the Tuit.

Eric gave the Tuit to Mark Clark.

Program:

Kathy Petz, Executive Director of the Hutchinson Community College Adult Basic Education Center, at 518 N. Washington presented the program.

They work with about 200 students per year. The GED, certification was established after WW II for solders that had gone to war and were unable to finish their high school education. Starting as a military program, it was extended to everyone about 10 years later. To obtain a GED, tests in the following 5 areas must be passed: Language Arts – Writing; Social Studies; Science; Language Arts – Reading; Mathematics. They work with many young folks that have made the decision to do the necessary work, or are doing it as a condition of their probation or parental requirements.

H.C.C.;s Adult Basic Education program is over 30 years old and has a high percentage of completion level. Those that complete their GED have a graduation ceremony each June.

Ms Petz told the story of one of their students, the wife of a minister in a small church. She had learned about the requirements of being a minister as a ministers wife. When her husband passed, she needed to find work. They were married early, so she had not gotten a high school diploma. She received her GED, went on to graduate from college and has become the pastor at a church in Oklahoma.

Another of their graduates is 22 years old, straightened out his life and now supports his wife and child. 90% of employers require at least a high school diploma from their employee applicants.

Ms Petz made an appeal for volunteers to help with the program. It is hard to find teachers. They have 2 full time teachers and several part time teachers. 80% of their funding comes from various grants. Their funding is based on Outcomes. Over 50% of their students complete the program. These are students that were not successful in their regular high schools.

High schools in Reno County do a great job and graduate 80% of their students. This still leaves many students each year that do not finish high school and thus have limited employment prospects. 30% to 40% have learning disabilities. Many have never left Reno County and may be in trouble with the law. There is an increasing demand for adult basic education in McPherson and Reno Counties. There they have students.

TUIT Report

Jim Kicklighter had a slow week with the TUIT. Steve Conards wife did not ask about the TUIT; Mark Clark, Greg West & Jay Pitzer did not ask about the TUIT. Scott Potucek asked about it once, but forgot to ask the rest of the week. Chuck Petersons partner did not wave at Jim – Chuck was in Mexico in order to avoid asking about the TUIT.

TUIT was given to Eric Steinle for the next week.

Program

Jane McCone the Executive Director of the Reno County Historical Society and the Kansas Underground Salt Museum presented the program about the Salt Museum. They have been getting good press coverage about the Salt Museum, i.e. in the Wichita Eagle, and are booking conferences and school groups already. When she visited Hutchinson to interview for this job and took the old elevator to the Salt Mine – she knew she really wanted this job and got it.

There will be an upcoming meeting open to the general public about the STAR bonds that have been requested to finance the Visitor Center building and other needed investments in the museum. These STAR bonds, when approved, will provide for re-payment from sales tax revenue, with the state paying about $5 for each $1 from the local portion of the taxes. STAR bonds are developing tourist attractions in Kansas. They will need to raise additional money for the museum. For instance, each person going into the mine will need to carry a $620 breather. Multiply that times 200 people that might be visiting at one time, to see that there is still a great need for additional funding. They are acquiring Trams for the museum at $20,000 each. There will be about 1 1/2 miles of exhibits in the Museum.

Ms McCone complimented the great help that has been supplied by Lee Spence and Underground Vaults and Storage for their help with this. She discussed the details of drilling the current elevator shaft, as well as how the old shaft was constructed and that mules were once used in the mine. They have gotten great salt mine artifacts from Lyons. The new elevators will move make the 600 ft trip in about 1 minute. If there are problems in the mine, people can be taken out on the current elevator, or in baskets in another emergency system.

All the museum employees and volunteers will be trained in Mine Safety procedures. Rates to visit the museum will be $12.50 or $11.00 for groups.

TUIT REPORT:

Bob I have no shame Bush fined all AMBUCS on the planet for not asking about the TUIT. First, Al S. and Jeff B. were fined for not asking only two hours after the meeting while they played golf with Bob. Then Bob launched an e-mail scheme for all AMBUCS who were chamber members to contact him to confirm their membership. The following AMBUCS confirmed and forgot to ask: Duke W., Steve C., Scott S., Brad T., Scott P., Randall H., Jim K., Lori H., Doyle E., Jay P. and David R. Next, Bob decides that his ruse is advertising for the chamber and the Ambassadors should be fined both past and present: Dan P., Jeff B. and this editor. Bob concludes his heartless assessments with fines on Preston C. (asked, but advertised), Steve H. (didnt ask at Star) and Al S. (Bob sat next to Als wife and she didnt ask). Bob then passed the TUIT to the kinder and gentler Jim Kicklighter who will surely show mercy upon the now financially destitute AMBUCS.

PROGRAM:

Brad Thompson of Bridgman Oil provided our impromptu program on propane safety. Propane is highly flammable and heavier than air. 2% propane in air ignites. Propane expands from a liquid to 270 times its volume when exposed to air. Storage of propane should be outside away from structures. Tanks of propane must be transported upright at all times. Safety valves on propane tanks should be checked at regular intervals by trained and experienced vendors. Remember when using propane gas grills to turn off the gas at the tank also. If you are unsure of anything regarding the use or storage of propane, contact Brad to be safe.

Preston Clark remodeled the wallets of the following AMBUCS for not asking about the TUIT: Al S., Steve H., Jeff B. and Greg W.

Program: Lori Hopp introduced our guest speaker, Amanda Buoy of the Boys and Girls Club.

Young people are given five primary choices for activities at the club. They include the education room for homework, gardening and skills, the art room for projects, the gymnasium for sports, the arcade for educational software, video and computer games, and the Club Teen Center at 5th and Adams for 7th grade and older.

Other activities at the Boys and Girls Club include Sparklers Dance Team, Teen Supreme Group, tobacco free contest and Kids After School.

The Boys and Girls Club also administers a program for the developmentally disabled at Hutchinson High School through the Kids After School program.

TUIT REPORT

Brad Thompson has revived the original TUIT and passed it on to Preston Clark.

Preston, its OK if you lose it for a few more weeks.

PROGRAM:Jan Holzrichter from Horizons Mental Health and the Reno County Drug Abuse Task Force gave the program on the drug situation in Reno County. Thanks to Jane and others who do a great job in assisting to prevent the spread of this problem and deal with the current situation.

Christmas Lights: Mark Buckley thanked the AMBUCS for helping with the Christmas lights again. Take-down is scheduled for Saturday, January the 14th at 10AM.

Santa’s thank you: Mark Buckley also thanked the AMBUCS for allowing him to be Santa for the Head Start deliveries. The AMBUCS that helped with the deliveries were Duke Wiggins, Doyle Ehling, and Fred Conners thanks to assisting with this project.

Branding time wrap up: Bob Bush gave a report on the wrapup of the fall branding event. The results were 1 new member, plus 2 potential new members. Bob reminded us that every meeting is an opportunity to bring a guest and potential new member to an AMBUCS meeting. Tom Hymer conducted the ugly tie contest: Winners were Jay Pitzer, Dan Powers, and Darren Wicks.

The losing team in the Fall Branding Event had the pleasure of wearing plastic aprons while eating this week. Also they were all able to participate in sharing a dollar with the club for being on the losing team.

TUIT REPORT

Brad Thompson reported that until the ORIGINAL TUIT has been found, we can’t have a TUIT report.

PROGRAM:

The program for our meeting was hosted by the Big Hatters, with our own Dan Power presenting an interesting report of his trip to Alaska in September to hunt for mountain goat and brown bear. He was successful in bringing back both and gave a great presentation with slides and all. The bear’s head was broader than Dan’s shoulders. (Better beef up more the next time, Dan.)

Club Announcements

Cards to sign: Bill Long brought cards for us to sign. One was for Past President, Vicki, recovering from a recent automobile accident fortunately, no permanent injuries. The other was for former member Bob Horyena, whose wife died recently. Bob’s family has been hit by a lot of tragedy. This latest loss strikes deeply into their emotions. Let’s keep Vicki and Bob’s family in our prayers.

lOCAL aMTRYKE rECIPIENT MAKES nATIONAL MAGAZINE COVER: Ward Davis passed around the Winter Edition of the National AMBUCS magazine. The cover shot was a picture of Ward and his son, Colby, with Colby’s new AMTRYKE on the cover . A great picture, and Joann said that it will also be used as a national AMTRYKE poster for AMBUCS.

FINES: Jeff Brewer and Brad Thompson hunted for fines and were able to search and destroy a good number of fines. The hunting was great, but the hunters themselves were rather ragged and raw.
