Sergeants Playground: Sgts Brad T and Stanley Marvin caught Colby Davis getting all excited about fining time almost before they rang in. So, $1 was quickly levied. Since Colby does not carry money with him, Dad has to cover him. Ward reminded him to check before getting fined to see it dad has any money with him. No money doubled for next week. Fred C lost $1 for his pre-meeting comment that June 21st is the longest day of the year. There are 24 hours in every day, so Fred had to be wrong. However, there are varying hours of sunlight in a day, and June 21st just happens to have more hours of sunlight than any other day this year. So Fred pays to become educated. President Dane paid his weekly fine of $1. Thats at least $52 per year no forgiveness for missed meetings, holidays, etc.

The weekly pin and invitation card check caught John K and Brenda S in violation. Rick Mitchell paid a membership renewal tax. Not a bad day for guys that walked in with a blank fine sheet this morning. Ambucs are notorious for fining themselves.

AMTRYKE Presentation: Doug Foss introduced Cameron Jones and his mother, Britanya Stockemer, todays recipient of an Amtryke. He was recommended by his Physical Therapist, Sarah Hasty. He became acquainted with an Amtryke through his school. Although he was a little unsure with so many of us staring at him, once Ward got it adjusted and showed him his red helmet, he climbed right on and stayed there for the rest of the meeting. His enthusiasm was inspiring, reminding us why we work so hard on projects to promote mobility for young people like Cameron.

Announcements: Based on a show of hands, there will be NO MEETING on July 5th. Please update whatever electronic calendar you are using to reflect this change. If by chance you do show up at the Town Club on July 5th, leave a note with the staff so that you can be fined the following Friday.

Program: Tony Findlay has been the director of the Hutchinson Recreation Commission (HRC) since May 2012. He holds a bachelors degree for Fort Hayes State University in physical education, with an emphasis in parks and recreation management. He is a native of Syracuse, KS and is really excited to be back in Kansas. The HRC is dedicated to improving the quality of life in the community and instilling civic pride among its citizens. Quality of life and recreation opportunities go hand in hand, encouraging citizens to stay active, healthier, and involved in the community. The civic pride part encourages citizens to be volunteers, particularly with the potential influx of young people into the community to fill new professional positions provided by our growing industrial base. The City is addressing the lack of housing for young professionals. Civic organizations need to find ways to attract these same young people to become active members.

Drawings: The 50/50 pot of $17.00 went to Dean Brigman. The Newsletter drawing DID NOT go to Ron Quick, but David Roe of the Grand Prairie Convention Center missed his opportunity to win $15. Sergeants Playground: Brad Thompson announced that he had volunteered his services as our Sergeant at Arms for the 2013-2014 year. He warned all of us to wear our pins and carry our gift cards at all meetings or face serious fines. No excuses accepted. He and his toilet-bearer Stan M. began by levying a Presidential fine on Dane Power. This will likely become a weekly tradition. They fined Ward and Colby Davis for smarting off to the Sergeant, Don G just because, Duke W for being the Big Hat president that called him at 4:30 to request his fining services at the Big Hat Breakfast the next morning, Jay Pitzer for being the previous Big Hat president, Bob B for being late, and Tom Hymer for his flag design shirt. Tom paid extra to remind everyone of the traveling Vietnam War Memorial to be on display at the VFW ball field this weekend. Dennis R. paid to announce daughter Allisons being recognized by the Red Cross as a Home Town Hero for her work on refurbishing a house locally.

Announcements: President Dane announced that he had combined the Social Committee into the Membership Committee, with Randall Haltom agreeing to be chairman. The goal is to begin small group activities outside of our regular Friday morning meetings. The board also put its stamp of approval on a new 16 Amtryke for Breana Glaspie, who had been approved by the Community Affairs Committee during their recent meeting. It will be presented in the near future.

Program: President-Elect and Program Chair Jeff Roberson introduced our guest speaker, Bishop Janette Jane, Director of the Hub Community Center. The Center is located at 211 East 4th Street just east of the Burger King. Their Mission Statement is we endeavor to make a positive Christian impact on the lives of people in need of support services. Those services include overnight emergency lodging, worship services to compliment other services in the community, and referrals to support services in the Hutchinson/Reno County area. They strive to remove those who might otherwise be dependent on welfare and provide them the opportunity to move forward in their journey toward self support. Program:Program Chairman Jeff Roberson introduced Beth Carlton, who is the director of Child Care Links located at 21 West 2nd in Hutchinson. Child Care Links is a not-profit organization created in 1975 to support a coordinated network of child care and development services, to aid child care personnel in identification and use of community resources, to involve parents and community members in the task of providing quality child care, and provide education opportunities in early childhood. This broad list of responsibilities is served by providing funding, much of which comes from Federal and State grants. This includes reimbursement to providers for food and care for children whose parents work and find child care a very significant part of their budget. FINES: Eric Steinle and Stan Macgirvin were our acting Sergeants-At-Arms since it was Big Hat Friday. Ward Davis was fined first since he is the regular, kinder and gentler Sergeant. Dane Power was fined an incoming President tax. Jerry Regier was fined for trying not to be noticed. It didnt work! Reta Joy Campbell a missed ya fine. Colby Davis was even fined for his comment You dont know how to do this. The Big Hats were exempt from fines except for Duke Wiggins since he called Eric Thursday night to be Sergeant. They finished off their tour of duty with a little game of Know your Big Hat member. Regular members either had to come up with the Big Hat members middle name or birthday. I think all the regular members lost. In honor of Memorial Day you could pay $1 to honor a veteran for their military service. Needless to say the pot runeth over.

ANNOUNCEMENTS: Jay Pitzer received a star for his Big Hat for new member Andrew Parr. Jay sold 35 Dillons Gift Cards before breakfast and he will have more next week for our newest ongoing club fund raiser. A vote was held for our new club officers for next year. They were listed in last weeks newsletter. The vote was unanimous and they will be installed June 7.

PROGRAM: Duke Wiggins introduced Candace Bridgess, Managing Attorney for Kansas Legal Services legal assistance office. This office serves Reno, Rice, Stafford and Kingman counties. Their administrative office is in Topeka with thirteen legal services field offices and two mediation offices located across the state. Kansas was the second state in the nation to become a single, statewide entity. Their mission is to provide equal access to justice for persons unable to paying for legal and other essential services. Kansas has progressively focused on special needs individuals, victims of domestic violence, the homeless, children in foster care, the elderly, farmers, those with disabling conditions, individuals seeking access to health care, those seeking mediation services and persons needing basic life skills and employment training. There are some types of cases that they do not handle such as: Criminal and Traffic cases unless by court appointment or government contract, accident claims, personal injury or wrongful death suits and representation of prisoners. KLS served over 250,000 individuals from all 105 counties in Kansas last year. The Hutchinson office received over 40,000 telephone calls. SGT. REPORT: Sgt. Ward Davis and sidekick, Colby, were in search of revenue. President Darren suggested that all members get fined for getting in the breakfast line before the Sgts., then He got in front of the Sgts. and got fined. Tim Davies and Dennis Reiser were fined for being late. Stan (Marvin) was fined for his 70th birthday. Larry Sloan was fined for faulty tail lights. Terry Brigman was fined for looking at the Sgts.

PROGRAM: Jeff Roberson introduced our guest speaker, Jason Holland, Chief of Training for the Hutchinson Fire Department. The Fire Department has seven fire stations manned by three crews working 24-hour shifts. Ninety-one paid personnel are employed by the department. The area served by the Fire Department includes the City of Hutchinson and the adjacent Fire District #2 for a total of 108 square miles. A variety of equipment is utilized by the department such as ladder units, brush trucks, HAZMAT unit, water tenders, rescue boat and an airport firefighting unit known as Shrek. When the call comes, the Hutchinson Firefighters are trained, experienced and prepared!

FINES: Ward Davis with assistance from Colby were our morning Sergeants. Bob Bush, Eric Steinle and son Luke were fined for being late. All those who didnt attend Third Thursday were fined since the Sergeants had little dirt to go on. We would have rather heard about your date with Erica.

ANNOUNCEMENTS: John Knipp announced his new Granddaughter 7 lbs. 4 oz. 19 1/2 long. Bob Bush announced that the Wiley Building project is a go. Dennis Reiser announced that his daughter Allison is graduating from HHS and his daughter Kimberly is promoting into HHS. Jeff Roberson announced that his daughter Jacque is graduating from HHS and heading to Friends University. Larry Sloan announced his Granddaughter graduated from HHS and his Grandson graduated from KSU. Guy Gann announced that after 13 years of college his son Dustin has a job teaching History at Arizona State.

PROGRAM: We did not have a guest speaker today. Darren Wicks presented the financial condition of the club. The current condition is good. The NJCAA Tournament raised $4,314.10 which was our half after expenses. This was better than last year and showed that the new format without team logos will work and produce more revenue. The 7 Casino Nights really helped this year. The ice cream booth building project was placed on hold temporarily until all t-shirt sales were completed and now needs to move forward. The club will investigate and discuss the possibility of selling Dillon Store Gift Cards as a minimal effort fundraiser. This editor was fined for the misspelling of Conard. Tony was fined to brag on his daughter; and he still only paid a quarter (a Tony). Meals are provided on Fridays at 5:00 P.M. as a part of the ministry. The homeless or persons with no place to get food are served. On average, 50 persons are served each Friday. Meals are made from scratch with donated and state supplied foods.

FINES: Brad Thompson and Stan Macgirvin were our Sergeant-at-Arms. Denny Steckline was fined right out of the shoot for egging the Sergeants on. Darren Wicks was fined trying to get out of his job as President early. Fred Conner was fined for helping setup the room for the Sergeants. Fred, you might want to be a Sergeant next week, paybacks are h*ll. They fined Curtis Mitchell because the signup sheet wasnt filled, and when Curtis asked for a couple volunteers to fill in the few blanks to work the Track & Field, they wouldnt give him his fine back. Jeff Roberson was fined for not introducing his own guest. Tim Davies and Dane Power were fined for being late. Andrew Parr paid a Welcome back tax. Luke and Eric Steinle fined for guilt by association. Paul Brown fined for a guilty smile. Randall Haltom fined for a trumped up charge. Randy Hendrickson was fined for not being late, but the Sergeants thought he was.

ANNOUNCEMENTS: Tony Powers paid A Tony to announce that his daughter Tonyas Kansas Wesleyan Debate Team was judged #1 in the Nation.

AmTryke Presentation: Tyrus Clark received an AmTryke. His mother Rose, Grandmother April and Early Ed Physical Therapist Dana Lang were also present.

PROGRAM: Jeff Roberson introduced State Fair Manger, Denny Steckline. The Kansas State Fair will celebrate its 100th birthday this year. The fair was officially recognized by the state legislature, with the help of local Senator Emerson Carey, as the first Official Kansas State Fair in 1913. The first fair in Hutchinson was hosted by the Reno County Agricultural Society and held in a small wooden livery stable located behind the towns only bank on the northwest corner of Sherman and Main in 1873. It was even bigger the next year but hungry grasshoppers and a proposed tax levy ruined it for the 1874 fair and it was not held. In 1875 it became the first annual Reno County Fair and was held on grounds southeast of the state reformatory. Land near Eastside Cemetery provided a home for the fair in the 1880s as The Arkansas Valley Fair. From 1901 through 1912 the Central Kansas Fair was held on park land between Main and Poplar streets and 11th and 17th Avenues before moving north to its present location. The House of Capper gazebo was built in time for the1913 fair and The Old Mill was completed in time for the fair of 1915. Denny presented many stats and figures about the fair which currently runs for 10 days and attracts nearly 350,000 people. Plans for a new building that will be built where the caretakers house is currently located will house a State Fair Museum among other uses and be ready for the 2014 fair.

SGT. REPORT: Sgt. John Knipp was really LOUD along with his sidekick, Doug Foss. All those not serving at the casino night for Burrton High were fined (it actually went into early Sunday morning). Paul H. was fined for eating before the Sgt. Jim S. was fined for a lonely lunch at Samplers. Dan P. was fined for his guest arriving before he did. President Darren was fined for not swearing Victor Curtis in for four weeks. Curtis M. and Doyle were fined for being late. John K. was subbing as Sgt. for Ward who was subbing as Sgt. for Scott (not real sure who paid for that!). Duke was fined for injuries sustained in dropping the craps table. Lastly, Doug and John K. said they were honored to be idiots, if it raised money for kids (an actual quote, this editor is not lying-this time).

ANNOUNCEMENTS:

1. Thank you to all who assisted with the T-Shirt inventory.

2. May 17, 2013-this breakfast will be a business meeting to discuss T-Shirts, Finance and Membership.

6. Victor Curtis was sworn in as our newest member; not by the President, but by the club membership. Because after nearly 11 months of serving as President, Darren still has not memorized the membership oath!

PROGRAM: Marc Blackim, owner of the Hutchinson Monarchs, was introduced as our guest speaker by Jeff Roberson. The Monarchs baseball team has a 30-man roster with players from seven different states and multiple college teams. The team plays its home games at Hobart-Detter field in Carey Park. After a 20-12 season last year and a 9th place finish in the NBC World Series, the Monarchs are ready to compete and open their season on May 29. FINES: Ward Davis and Tom Hymer were our Sergeants. Brad Thompson and Larry Sloan were fined for not stepping in as Sergeants this morning or it may have been retribution, only the Sergeants know for sure. All members who did not show up to inventory T-shirts last Wednesday night were fined. The fines proved very plentiful and they were done.

ANNOUNCEMENTS: Terry Brigman announced that Harley Macklin had triple bypass surgery and is recovering. We wish him well! Doug Foss reported that the recipient of an AmTryke that we awarded in Lyndon, Kansas is doing well with it.

PROGRAM: Jeff Roberson introduced Warden Sam Cline, Hutchinson Correctional Facility. Sam has been working in the correction industry for 27 years in Hutchinson and 4 years at Ellsworth. He has served as Warden here for the past 6 years. Sam said the State changed the name of the facility from Kansas State Industrial Reformatory (KSIR) to Hutchinson Correctional Facility (HCF) in 1992 to be more politically correct. HCF is the second largest prison in the State with 1,883 men. There are 550+ State employees and 120 contract employees here. The monthly payroll is about $2 million. The average inmate age is 35 but they are physically closer to 60. Sex offenders are the largest and fastest growing inmate group. The recidivism (return) rate here once was 50-60% and is now 32.7% because they either stay out, go elsewhere or die. Unfortunately the State population is still increasing at an alarming rate. There are now 8 different prison facilities in the state with 9,200+ inmates. Inmate location is based on their risk level. It costs $68 a day to house an inmate. Once an inmate is within 8 years of release he can work in one of the industries. Inmates can earn from $.45 cents a day down to $0 depending on their attitude. Their earnings either help pay restitution, expenses or can be saved for release. 8 local companies hire inmates to work for them. Kansas Correction Industries still builds office furniture here but it is very hard to compete in that market. They no longer build cabins. Their mattress recycling program is one of their best industries. The mustang horse and K-9 dog care help problem inmates to reduce their aggression through animal care. Some inmates are now 70-80 years old and are not able to function well or safely at a facility such as ours. A new prison at Oswego specializes in handling the aging inmate population. 3 to 4 inmates die here a year usually under hospice care. Sam has done very well with this facility and HCF will be in Hutchinson for many years to come.
