PROGRAM: Kathy Hanks introduced Steve Conard and Steve Harmon who presented a PowerPoint history talk on the Kansas State Reformatory. The photos presented were from 1895-1950. Hutchinson was chosen over 11 other Kansas communities vying to secure the State Reformatory. Hutchinson put up $25,000 and one section of land towards the $1,000,000 construction project. The Santa Fe railroad built a switch track to haul the limestone from Cottonwood Falls and Florence. It took 10 years before the first two-story cell block was completed in 1896 to accept 50 prisoners from Lansing. The second 4-story cell block was completed in 1900. The wall surrounding the facility was started in 1903 and completed by inmates in 1910. Since this was a reform school for wayward boys early trades offered were Blacksmithing, Barbering, Bakery, Bookkeeping, Carpentry, Cooking, Engineering, Farm Machinery, Shoemaking, Tailoring, Typing, Ditch digging and Planting, Unclassified Outdoor Work and Stone Cutting. The last certificate awarded for a completed course of study was 1936. In a report made in July 1900 28% of the inmates received at the reformatory were unable to read or write and only 1% were unable to do so when released. Nearly 60% of the inmates received prior to 1900 were orphans.
